A 6-year-old boy beat his newborn sister to death after their 62-year-old mother left her young children alone in a car for more than a half hour while she went to get her cellphone fixed, authorities on Florida's Gulf Coast said.

Now the mother, Kathleen Marie Steele, is charged with aggravated manslaughter of a child.

Pinellas County Sheriff Bob Gulatieri said she went to a cellphone repair business in St. Petersburg on Monday and left her children in the car — the infant, a 3-year-old and a 6-year-old.

While Steele was gone, the baby began crying and the 6-year-old began beating her to make her stop, the sheriff said.

"He was tossing that baby around like a rag doll," the sheriff said during a press conference Thursday, shortly after Steele was arrested.

Nevertheless, "The mistake is with the adult, Kathleen Steele, not a 6-year-old boy," the sheriff said.

Gulatieri said the boy won't face criminal charges. His mother, who lives in the St. Petersburg area, made her first court appearance Friday, saying only that she understood the charges. Her two sons have been placed in therapeutic foster care. Her attorney Robert Love said he wouldn't contest the state's order for Steele to have no contact with children 18 or younger.

A 6 -year-old colored girl who was shot in the head while playing with water balloons on a hot summer day was expected to be back home Sunday, her aunt said.

Zariah Muhammad underwent a nearly two-hour surgery at Comer Children's Hospital on Friday, the day after the shooting, said her aunt, Najah Muhammad. The procedure went well, Muhammad said she was told.

Zariah was in good spirits before going into surgery, with her one request being a trip to Chuck E. Cheese upon her return home, her aunt said.

Melissa Mullins, arrested last month and jailed on a $25,000 bond, now is charged with delivering the fatal dose, a felony punishable by up to life in prison. A preliminary examination is scheduled for Tuesday, Aug. 16. Her lawyer, Andrew Kirkpatrick, declined comment until then.

A 30-year-old Pontiac woman is charged after, police say, she stole packaged meat from a Bloomfield Township grocer and pepper sprayed employees who were chasing her when she ran from the store.

Lakeeta Emery was recently charged with retail fraud and assault and battery in the 48th District Court.

Judge Kimberly Small set Emery’s bond at $2,500 cash and set a future hearing in the case for Aug. 17. Emery was last listed in custody at the Oakland County Jail.

The charges against the Pontiac woman stem from a shoplifting incident reported a day before her arraignment.

Bloomfield Township police were sent on Aug. 7 to the Hollywood Market store, located at 1525 Opdyke Road, to investigate a reported theft in which employees were chasing the suspect down South Boulevard.
Arriving officers found an employee holding a woman down on the ground near the side of the roadway, officials said.
Witnesses also told investigators that the suspect was stopped by a store manager after trying to steal packaged meat. After she was confronted, Emery ran to the back of the store and left through an emergency exit.
The employees caught up with Emery on South Boulevard, where Emery pepper-sprayed one of the employees in the face, police said. The employees took Emery to the ground and held her until police arrived.

HATCH, N.M. -- A police officer in Hatch, New Mexico, was shot and killed Friday, leading to a massive manhunt that eventually ended with three suspects in custody, CBS affiliate KRQE reported.
The incident occurred around 4 p.m. Friday afternoon, when a Hatch police officer pulled over a car. The Doña Ana County Sheriff's Department said that's when a passenger got out of the car and fired at the officer. Witnesses said they heard approximately six shots.
A Doña Ana County Sheriff's Deputy confirmed to KRQE that the officer involved in that incident during the traffic stop died. Authorities identified him as 33-year-old Jose Chavez.
A different officer, who was also responding to the traffic stop, watched as the suspects took off, KRQE reported.
The suspects led that second officer on a nearly 100-mph speed chase. At some point, the officer lost the suspects and the car exited I-25 at Radium Springs.
According to the sheriff's department, the suspects then carjacked a red vehicle, shooting the driver. The condition of the driver is currently unknown.
Deputies spotted the stolen vehicle nearby. Stop sticks were put out, flattening the tires and the SUV crashed.
"He surrendered to our deputies. At that point, the deputies noticed that the driver of the vehicle, who was the suspect again, was suffering from a gunshot wound to the thigh," said Kelly Jameson with DASO.
Two other suspects were arrested nearby after running off, KRQE reported. They are being questioned by the sheriff's department. The suspects have not yet been identified.
The incident is still under investigation.

As many as 67 per cent of respondents backed a guaranteed income set at $30,000, provided that the payment would “replace most or all other forms of government assistance.”
However, nearly as many (66 per cent) said they would not be willing to pay more taxes to support such a program, and 59 per cent said it would be too expensive to implement.
A further 63 per cent said it would “discourage people from working.” Among Conservative voters, this sentiment jumped to 74 per cent of respondents. But even in the NDP camp respondents were split 50-50

The Kent child sex crimes that police, schools and social workers are accused of failing to prevent


There are at least 40 perpetrators and 100 victims of child sexual exploitation in Kent, according to a damning new report.
A multi-agency review of services provided to potential abuse victims by Kent Safeguarding Children Board was published earlier this year.
It details how many people Kent Police suspect to be involved in the problem, said to be particularly rife among “Asian and eastern European” communities in east Kent, and focuses on the stories of three abused girls.
More worryingly, the author John Fox notes that “no-one has been brought to justice for these crimes” and “it seems a matter of great concern that despite overwhelming evidence that some or all of the children had been victims of the most appalling sexual abuse, the criminal justice system has failed to hold anyone to account
