Trump has accused Obama and Hillary of creating ISIS.  Without being flippant, it can easily be argued that the politcies of the administration of Obama and Hillary in Syria and Libya created the conditions which made it possible for ISIS to emerge.  Without a question. Trump is not far off here at all.

PS Of course, the full picture has to take into consideration the contributions of Bush administration in the invasion of Iraq which brought Al-Qa`idah into the region.  So basically Obama and Bush helped in the creation and rise of ISIS.
