Pakistani immigrants Khizr and Ghazala Khan, whose son died fighting in Iraq, will be featured speakers at the largest assembly of Muslims in the U.S. and Canada over Labor Day weekend.

The Khans, who at last month's Democratic National Convention introduced the nation to their son, U.S. Army Capt. Humayun Khan, will be featured at this year's 53rd annual Islamic Society of North America convention, which is anticipated to have about 15,000 interfaith attendees. The event will take place Sept. 2-5 at the Donald E. Stephens Convention Center in Rosemont.

The Khans are expected to speak the evening of Sept. 3 and address a crowd of 10,000 people, organizers said. In an emotional appearance at the DNC, Khizr Khan criticized Republican presidential nominee Donald Trump's proposal to temporarily ban the entry of foreign Muslims into the U.S., and accused Trump of making no sacrifices for his country. Trump challenged that assertion and also implied Ghazala Khan's religion prevented her from speaking at the convention.

No mention has been made about the central role played by the Inghimasi (submerged) fighters of the Islamic Turkistan Party among the Syrian rebels in Aleppo.  They were quite effective in their waves of inghimasis in lifting the siege of Aleppo.  I guess this would detract from the narrative of the secular democratic rebellion favored by Western correspondents.

Long Beach police are struggling to understand why someone opened fire on a family outside the city’s downtown area Saturday night, killing a Illegal Beaner and her 4-year-old anchor baby daughter, and have received just three phone calls offering information, city officials said Monday.

It remains unclear if Carina Mancera, 26, and her daughter, Jennabel, were targeted or the victims of a random crime, according to Long Beach Mayor Robert Garcia.

Speaking to reporters at the crime scene on Monday, homicide Sgt. Robert Woods dismissed notions that the shooting was linked to gang activity and expressed disappointment that police tip lines had not been flooded with calls.

“I was a little disheartened by that,” he said. “I thought we would just have an influx of information coming from the public. We haven’t had it yet.”

Mancera, her longtime boyfriend, Luis Anaya, and their daughter were walking toward their Locust Avenue home at the intersection of East 9th Street at about 10:20 p.m. when they were approached by the shooter, Woods said.

“After opening fire on the two decedents, he also fired a round at Mr. Anaya and then fled,” Woods said, adding that the shooter headed eastbound after the attack.

Woods would not comment on the type of weapon used and said he did not want to characterize what happened as an ambush, “because we don’t have enough evidence to show that yet.”

“I will say it was at close range and very brutal,” he said.

Police have recovered surveillance footage filmed in the area of the shooting, but Woods said the footage alone “is not going to solve our case” and urged more witnesses to come forward.

Anaya and Mancera both grew up in Long Beach, and had been together for at least five years, friends told The Times on Sunday. Anaya worked in construction and had no gang connections, his friends said.

Neighbors were surprised by the attack, describing the area as a residential strip where the sound of gunfire is uncommon.

“This neighborhood and just this downtown area is dramatically safer than it was 10 years ago,” Garcia said. “This is a neighborhood that has developed. There’s a lot of folks that live there. It’s a good community.”

Though the number of homicides in Long Beach has not increased significantly this year, violent crime across the city jumped by 8% in the first six months of 2016. Garcia cautioned that crime in the city was still down dramatically over the last decade, and he attributed the recent surge in Long Beach to a larger statewide trend.

“We know that violent crime has been increasing in most California cities, especially the larger ones, and so we’re looking at that,” he said. “We’re putting more resources to ensure the community is safe.”

In response to the lack of information from the public, Garcia said he has discussed offering a reward for tips that lead to an arrest in the slaying. Police are asking anyone with information about the killings to contact Dets. Scott Lasch and Michael Hubbard at (562) 570-7244.

“It is a whodunnit, and definitely motive — this one baffles me,” Woods, the homicide sergeant, said. “I’ve been doing it for a little while, and it baffles me.”

A New York City woman visiting her mother in Massachusetts was killed Sunday while jogging through the woods near her home, law enforcement officials said Monday.

Worcester District Attorney Joseph Early Jr. said that 27-year-old Vanessa Marcotte was reported missing after she failed to return from a Sunday afternoon run in Princeton, Mass.

Her body was found Sunday night by a state police canine unit about a half-mile from her mother's home, according to Early.

Early added that investigators do not know if the killing was a "random act," and that authorities are asking residents of surrounding communities to remain vigilant.

"People should be concerned," he said at a news conference.

Early added that there is “nothing at this point” to connect Marcotte’s killing to the murder last week of Karina Vetrano, who was killed while jogging near her home in Queens, N.Y.

Boston University spokesperson Colin Riley told Fox 25 she graduated from the school in May 2011 with honors from the College of Communication.

"We're so terribly sad for her family and friends. They're in our thoughts and prayers," Riley said.

Police said Marcotte was a Leominster native, and her LinkedIn lists her as graduating from The Bancroft School in Worcester in 2007. According to her LinkedIn page, Marcotte worked for Google in New York City.

A New York City woman visiting her mother in Massachusetts was killed Sunday while jogging through the woods near her home, law enforcement officials said Monday.

Leaders from three West Side Negro gang factions allegedly met last week to discuss plans to shoot WHITE members of the Chicago Police Department in response to the fatal police shooting of Paul O’Neal.

The meeting took place Thursday between higher-ups from the Vice Lords, Black Disciples and Four Corner Hustlers, according to an alert issued to department members the day after the meeting.

The Four Corner Hustlers “provided guns” and have “a sniper in place” though authorities do not know where, according to the alert. The Four Corner Hustlers also are supplying the other two gangs with automatic weapons, which all three factions also have agreed to use against police, the alert states.

EMANUEL: Mayor calls shooting by police “a tragedy”

The three gangs are located primarily in the Austin and Harrison districts, which cover much of the West Side.

In an email Monday afternoon, department spokesman Anthony Guglielmi said: “To safeguard the integrity of operations, the department does not comment on any security measures.”

According to police sources, department members have also been advised to “limit interactions and visibility.”

Dean Angelo, president of Lodge 7 of the Fraternal Order of Police, said “rhetoric” from the attorney representing Paul O’Neal’s family and statements from Independent Police Review Authority head Sharon Fairley were both to blame for threats against police.

“We had inflammatory and false rhetoric coming from [Michael Oppenheimer] and statements that weren’t true,” Angelo said. “You also have a lead investigator in police-involved deaths talking about how shocking and disturbing this is.”

“This should not surprise anyone that we have this type of antagonistic and threatening behavior towards police officers,” Angelo added.

The alleged agreement between the three gangs comes in response to the fatal police shooting of 18-year-old Paul O’Neal.

Police chased O’Neal into the South Shore neighborhood about 7:30 p.m. July 28 after he allegedly stole a Jaguar from southwest suburban Bolingbrook.

Video released last week showed a chaotic scene leading up to O’Neal’s death, with him being handcuffed in a growing pool of his blood.

The body camera of the officer who fired the deadly shot wasn’t recording, police said, and the Independent Police Review Authority has said there is no other camera angle that shows the fatal shot.

Three officers involved in the shooting were stripped of their police powers by Supt. Eddie Johnson.

The release of the video prompted a new wave of protests in downtown Chicago over the weekend, and one elected official — County Commissioner Richard Boykin — called it a “police execution” and demanded the officers be fired.

Chicago Public Schools officials on Monday revealed a proposed operating budget for fiscal 2017 of $5.4 billion that is $232 million less than last year's which they say puts the district on a path to fiscal stability, but has prompted a strike threat by teachers.

The proposed budget is based on the Chicago Teachers Union accepting a contract similar to one the union rejected earlier this year.

Our starting basis for this budget assumes we will be able to reach an agreement with the Chicago Teachers Union that is roughly approximate to the deal they already accepted once," Schools CEO Forrest Claypool said.

Claypool said that without certainty on the district's labor costs, the district has to make assumptions.

The rejected four-year contract would have required teachers to contribute the full nine percent of each paycheck to their pensions. It also would have curbed some automatic pay rises.

"I think it's fair to assume that the Chicago Teachers Union will understand that that potential framework is still a fair framework to deal with," Claypool said.

Teachers have been without a contract for more than a year and union President Karen Lewis said teachers will not accept lowered benefits and lower pay, noting the rejected contract transferred pension contributions to teachers that would result in a 7 percent cut in pay.

"If they impose a pay cut, we will move to strike," Lewis said. "Cutting our pay is unacceptable."

Lewis said the union is willing to accept increased pension payments over time, but has to get a return in value that will improve working conditions and student education. She said that would include more nurses and social workers, improved art and physical education programs and no lead in the water.
